Abstract: As an important resource area and an old industrial base in China, Northeast China is facing many difficulties in the course of industrial transformation and upgrading in recent years. Against this backdrop, this paper suggests to boost the overall upgrading of industry in Northeast China with a new digital industrial development pattern, that is, taking the digital infrastructure construction as the starting point, the comprehensive advancement of industrial Internet as the focus, leading enterprises and key industrial chain as the major issues for making breakthroughs, digital manufacturing as the growth point, and the coordinated development of digitalization and industrialization as the main line. As regards strategic planning, the top-level design needs to be strengthened to further clarify the goals, approaches and measures in terms of the digital transformation of Northeast industries. Targeted policies need to be implemented in light of different conditions in different industries and companies. With regard to specific measures, the city of Dalian could be chosen as a national pilot city for industrial digital transformation, and a reform sample for other cities to follow. Meanwhile, existing platforms such as China International Digital and Software Service Fair need to be given free rein to their merits. Last but not least, we need to give full play to the government's overall role in leading the above-mentioned arrangements.
