Abstract: Different from industrial science and technology innovation, the sci-tech innovation in agriculture faces more uncertainties, higher requirements in comprehensive technology integration, more difficulties in technology integration and application, and insufficient incentives, as it involves more than its share of disciplines as well as many restrictive factors, has a long innovation chain with scattered application entities and is easily affected by external factors. The special national conditions for agriculture, such as insufficiency in agricultural resources, the smallholder mode for agricultural production and small and scattered agricultural enterprises, mean that China’s agricultural sci-tech innovation is different from that of developed countries in technical mode, structure of innovation and the way of technological extension. It is suggested that we build an agricultural sci-tech innovation system with Chinese characteristics through a new system for mobilizing resources nationwide, construct an agricultural sci-tech innovation network by optimization and integration, rebuild the whole agricultural sci-tech innovation industrial chain by consolidating connection of sectors, enhance the efficiency of agricultural technological extension by developing socialized services,
and improve the quality of agricultural scientific research and education by increasing investment and reforming mechanisms.
