Abstract: Based on the analysis of employment quality report of graduates from 20 colleges and universities in northeast China in 2019, it is found that the outflow rate of graduates is as high as 63.46% and 26.45% respectively according to the total number of graduates and the number of school enrolment from northeast China, and the these graduates mainly move to and get employed in south China, east China and north China areas. Compared with the colleges and universities in northeast China, the dropout rate of graduates from colleges and universities directly under the Ministry of Education is even higher, and the outflow of graduates from colleges and universities in Jilin province is quite prominent. The reasons for the outflow of college and university graduates from northeast China are due to the lack of economic development vitality, the low level of salary and social security, the insufficient innovation ability of industrial enterprises, the weak ability of entrepreneurship to create employment opportunities and inadequate policies to pool talents. To solve the problems mentioned above, we need to expedite the transformation of economic growth drivers in northeast China, strengthen the ability of cities and industries to absorb labor force, further promote the reform of talent system and mechanism, improve the supporting policies for retaining and repositioning graduates, enhance the quality of public employment services, steadily raise the income level and create a favorable employment environment for talented college and university graduates in a bid to effectively ease the problem of brain drain in northeast region.
