Abstract: Innovation-based consortium aims at joint innovation. It is based on knowledge consortium of relevant stakeholders, instead of the joint-equity enterprises based on equity relationship. China’s medical imaging equipment industry has experienced rapid development, but still lags behind global powers and top enterprises, which needs to be addressed through joint efforts made by the whole industrial supply chain, namely by the innovation consortium construction. China’s innovation consortium of medical imaging equipment has made certain progress after nearly four decades of development. However, its functions remain to be strengthened. Although the insufficient long-term cooperation mechanism does not affect the short-term performance, it brings difficulties to making long-term joint innovation. The weak platform attribute has made scientific technologies become divorced from economy. It is suggested to guide the innovation consortium of medical imaging equipment industry to form a complementary advantageous, value co-creating, risk-sharing and interest-sharing platform cooperation mechanism. Based on China’s mega market, government procurement needs to be improved. Besides, it is necessary to plan the deployment of large medical equipment in a reasonable way and make good use of the preferential policy relating to the application of the first set of medical equipment.
