Abstract: The implementation of the two policies on education (i.e. the policies of easing the burden of excessive school homework and off-campus tutoring for students undergoing compulsory education) coupled with impacts of the COVID-19 epidemic have dealt a blow to China’s education and training institutions, affecting the employment of college graduates in 2021. Research findings show that the integration in this sector may have a major bearing on the employment of about 500,000 fresh graduates and postgraduates, in which a total of 160,000 students that occupy the largest proportion are from normal and language universities. Since the education and training institutions used to be one of the employment channels for graduates of medium-level universities in prefecture-level cities where jobs are limited, the integration of the sector can lead to high pressure on employment in small cities. To improve distribution of personnel in advance and address difficulties in employment, the authorities need to expand the enrollment of postgraduate students in normal, language and art colleges and universities, improve designated jobs in public institutions in grassroots-level regions, provide more quotas for colleges and universities in prefecture-level cities, and launch the plan of voluntary services among college students in Northeast China to alleviate brain drain and create more job opportunities.
