Abstract: During the 13th Five-Year Plan period, the construction of China's overseas economic and trade cooperation zone has made positive progress and has become an important platform for Chinese enterprises to "go global" and carry out international production capacity cooperation. However, there are still many problems, such as lack of effective policy communication channels, excessive dependence on government support, difficulty in attracting investment, homogeneous competition, and limited financing channels. Entering the new stage of the 14th Five-Year Plan period, the development of overseas economic and trade cooperation zones is facing new situations, including China's "double circulation" strategy, the gradual attention of the host country to industrial park construction, the increase of international uncertainties, and the new requirements of digital economy and green development. In view of the existing problems and combined with the needs of the new situation, during the 14th Five-Year Plan period, China's overseas economic and trade cooperation zones need to continue to make efforts in optimizing the government service support system, guiding enterprises to do a solid job in preliminary research, laying a good foundation in digital infrastructure, promoting the concept of green development and alleviating the financial pressure of the industrial parks, so as to serve high-quality development.
