Give Full Play to County-level Coordination Role and Realize Equal Access to Basic Public Services at County Level (No.331, 2021)

Abstract: Counties have clear and targeted reform goals with mature conditions for realizing equality and backed by convenient policy operation. Promoting intra-county equality has become a major task to eliminate urban-rural and regional disparities and improve the level of public services in rural areas. In the process of promoting equal access to basic public services within counties, it needs to be noted that the pace for advancing different public service projects is different as the difficulty of promotion varies and the public attributes are not all alike. We need to focus on public service projects with obvious differences induced by uneven resource allocation. These projects mainly include basic education, medical and health care, elderly services and administrative management. Based on the innovative practices in some areas, we need to highlight the above-mentioned four tasks, give full play to the role of county-level coordination, and realize equal access to basic public services within counties in 5-10 years through service optimization, adjustment, balanced allocation and further promotion. It is hoped that by so doing we could lay a solid foundation for a greater coverage and a higher level of equal access to public services in the future.
