China has introduced 53 documents on national strategic regional planning to further elaborate and implement national strategic development. There are four aspects of planning: new regions, regional planning, guidance and advice, and comprehensive reform.

National strategic regional planning has achieved progress in enhancing the regional economy. However, it faces many problems including the lack of high-level thoughts, the repetition of planning strategy and the uncertainty of relevant regulations.

The New Economic Zone on Qingdao’s West Coast, approved by the State Council in January 2011, is a key construction area and a first-class ocean industry cluster area. Pushing forward its development is significant to the settlement of the national overall strategy for land and sea.
