French Think-tank Development, Enlightenment and Suggestions

Abstract:

This report introduces the development, classification, characteristics, functions and operating mechanisms of French think-tanks, as well as the operations of the French Institute for International Relations.

French think-tanks enjoyed booming development in the late 1970s and had a strong influence on France and abroad, following the UK and Germany. Its think-tanks are sponsored by governments, institutions of higher learning and large enterprises, with independent private think-tanks accounting for the vast majority. They are closely tied with governments; focus on pertinent, practical and effective issues; and pay attention to the exchange of research results worldwide.

The report proposes a few ideas and suggestions for the construction of China's think-tanks. First, focus on cultivating and developing the modern think-tank industry and strive to build world-class think-tanks. Second, encourage the development of independent think-tanks and their competition with think-tanks sponsored by governments. Third, increase openness and strengthen exchanges and cooperation with famous international think-tanks. Fourth, establish a communication mechanism among think-tanks, decision-makers and administrative departments.
