Abstract:
A rather detailed description of the Japanese water resource management system is provided from the perspectives of law, organizational structure, and planning and financial input. Priority has been given to the description of the division of labor between various levels of government in terms of water rights, water price and management of rivers, the compensation mechanism for areas of water sources, and the practices of underground water management. The paper comes up with several proposals for building China's water resource management system on the basis of drawing upon the Japanese practices.
