Abstract：

Technological utilization and diffusion are an important component part of intellectual property system. The article gives an introduction of the utilization, transfer and diffusion policy and mechanism of relevant government and non-government technology in foreign countries as well as the features of technological market and management policy. It analyzes the issues facing technological transfer and diffusion in China and suggests that the promotion of technological utilization and diffusion in China should be made through system construction.
