Abstract:

The primary goal for the western region in the development strategy is to build an independent industrial sector. The progressing urbanization and industrialization in that region is helpful to build a platform on a solid foundation, however it will not alter the situation that the western region is lagging behind. From the perspective of receiving international service industry, the western region has the chance to catch up and upgrade its industrial structure in a big stride. To facilitate the western region in receiving international service industry and build an independent industrial sector, it has to be transformed from a resource-based region to a talent-based one; it could take the late-comer's advantage in urbanization to form a culture-friendly and humane environment, stay with the favorable open up policy in the service industry, push ahead the economy with mixed ownership, and set up an incubator system for professional performers in the service industry.
