Abstract:

The Japanese government encourages scientific research institutions to carry out creative development research while keeping on improving the patent system and providing good service for researchers to apply for patent. By so doing, the number of applications for patent has been continuously increased and eventually Japan has become a strong power for intellectual property in the world. By absorbing the experiences of Germany and the Western European countries, the legislation of intellectual property in Japan is strict, detailed, concrete, easy to be implemented and coherent with laws and regulations. Besides, the Japanese government attaches emphasis on the implementation and scientific management of the laws on intellectual property. The article gives an analysis of the legal and management system and the policy framework of intellectual property in Japan as well as the relevant experiences in implementing intellectual property strategies. It tries to explore some useful enlightenment and references for the reform of intellectual property management system in China.
