Abstract：

The OTL (Office of Technology Licensing) model initiated by Stanford University is the standard model for technological transfer in contemporary Western universities and the essence of OTL model is the operation of intellectual property by universities. Since the 1980s, in order to promote the technological transfer by universities, the Western countries have delegated the intellectual property ownership financed by the government to the universities. The universities gave an active response to this, formulated relevant policies and established OTL for the operation of intellectual property. OTL provides value-added service before and after technological transfer.
