Technology progress vs "science and technology progress"

Abstract:
The term "technology progress" is an internationally accepted term in economics whereas the term "science and technology progress" is used specially in China in government documents and articles. One-word difference in these two terms causes a huge conceptual confusion. Non-scientific terms such as this one should be excluded from all formal and national documents and articles.
