Abstract:    

The major purpose of government's support for general-purpose technology research is to develop an organizational framework that will enable more efficient use of government funds in the research, dissemination, and utilization of general-purpose technology. Despite the government's long-standing support for researches in general-purpose technology, there are still many problems in evaluation standards, the structure of research organization, and incentive policies. Existing policies are unable to meet the needs of industrial technology sector. The changes that are taking place in government functions, domestic economy, and external environment all call for a reform of existing general-purpose technology policies. While drawing on the experience of other countries, we should also pay attention to unique problems in China. Solutions have to be worked out to solve the problems in government administration, technological development, and the utilization of government funds.
