Abstract:    

There exist common rules for the general-purpose technology research to be supported by governments in different countries. It is a major principle in the national technology policy to fund such studies. The purpose for the government to do so is to facilitate cooperation and share the technology. The extent to which the government gets involved depends on the level of market failure and the technical capacity of the enterprises. The government should match the general-purpose technology with relevant organizational forms at discriminated levels according to the nature of the technology
