Abstract：

The previous energy surplus is just comparative and it belongs to structural surplus and a low level of average per capita consumption surplus. Given the inadequate per capita possession and the "green barriers" for low-end commodity energy consumption, China is facing the dual pressure of energy safety and environment protection. Therefore, China should persist in the energy-saving strategy in the long run. Due to the natural links between energy-saving and environment protection and information imbalance, the government should play its role in formulating relevant laws and regulations as well as standard mark, propelling science and technology progress and propagating, guiding and supervising the implementation of the relevant laws and regulations.
