-- Survey on the enterprise-based operation of the pollution treatment facilities of the small and medium-sized enterprises in Zhejiang province

Abstract:

The survey on the promotion of environmental protection facilities through market mechanism in the coastal areas of Zhejiang Province shows that these areas have four forms for the construction and operation of environmental protection facilities, i.e. government financing with enterprise-based operation, government leading with non-government investment, government assistance with non-government investment and non-government financing with enterprise-based management. The pre-condition for the successful operation of environmental protection facilities is strict implementation of laws and regulations, reasonable charges, enterprise honesty and government leading. In order to push forward the market-oriented process of the construction and operation of environmental protection facilities, the government should provide preferential policies for land utilization and tax collection so as to create a fair environment for the competition of enterprise operation.
