Policy suggestions on speeding up the separation of social functions of State-owned coal enterprises

Abstract:

With regard to the difficulties and issues facing the separation of social functions from the state-owned coal enterprises, the paper puts forward the following policy suggestions: first, to change the government functions and standardize the government's behavior; second, to formulate appropriate preferential policies for the state-owned coal enterprises; third, to perfect social security system; fourth, to increase transfer payment by the central government to meet the demand for funds in the separation of social functions from state-owned coal enterprises in economically backward areas; and fifth, to study and formulate relevant policies for the change of production line of those abandoned mines and coal cities.
