Abstract:
US federal and state governments have adopted a series of policies to foster the development of high-tech enterprises. There are a number of differences with regard to the polices of the federal and state governments in terms of policy objective, subject matter to be encouraged and measures of encouragement. The high-tech development strategies of the states have their own characteristics and are more aggressive. The findings of the research on the policy features of the two levels of governments in the United States are of good reference value to the central and local governments in China with regard to role positioning and policy choice in the process of fostering high-tech industries in China.
