Abstract：

China has basically established the legal system for intellectual property. A sound system requires organizational guarantee and the improvement of intellectual property management system serves as an important guarantee for the implementation of intellectual property system and strategy. At present, the main issue for China's intellectual property management system is the lack of a coordination and early warning mechanism. It is necessary to establish an authoritative and effective coordination agency and an early warning mechanism for the state intellectual property management, increase the input for the protection of intellectual property and bring into play the role of trade associations.
