Abstract:
In February 2001, the EU Committee passed the "White Paper on the Strategy of Future Chemicals Policy" that illustrated new methods on the registration, evaluation and authorization for over thirty thousand chemicals. On May 17, 2003, the EU Committee issued the draft methods on the "Registration, Evaluation and Authorization of Chemicals". On May 20, 2003, the EU Committee wrote a letter to WTO/TBT Committee and made a brief in advance on the planned chemicals new policy. This indicates that the chemicals new policy of the EU has entered the legislative stage and once the "White Paper" becomes the law, it will not only cause a great impact on WTO members and EU chemical trade, but will also constitute technical trade barriers for the access of chemical products into EU market. The paper makes an analysis of the background against which the EU chemicals new policy is issued, its main content as well as its impact upon the production and trade of chemical products.
