International experience for promoting regional infrastructure Construction (No 93, 2015)

Abstract:

With the implementation of the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road" initiatives in 2015, some important infrastructure construction programs would be launched in succession. This paper makes a summary of the international experience on regional infrastructure construction for China's reference. For instance, America's promotion of international infrastructure construction is featured by strategic accurateness, systematicness and uniformity. In the process of promotion, efforts are made to mobilize and make use of the resources in recipient countries to reduce cost and alleviate resistance for better results. At the same time, the United States has taken advantage of its influence as a big power to export its values and standards and built real organizations and mechanism to support its international governance. The formulation of neighborhood strategy by European Union (EU) gives expression to a distinctive target-oriented goal, and its execution shows adequate flexibility. On the premise of ensuring the strategic goal, the EU has mobilized the enthusiasm and activity of the neighboring countries through introducing competition. In South America and ASEAN region (the Association of Southeast Asian Nations), an integrated promotion platform and mechanism have been built for infrastructure construction. South America has placed more emphasis on the coordination and connection between platform and mechanisms of different countries while ASEAN region has paid more attention to utilizing various capital resources. Both EU and ASEAN have attached importance to introducing evaluation mechanism to strengthen the restriction and regulation for capital utilization.
