Abstract:

An innovation center refers to an area with intense innovation elements and activities. As a leading-edge and influential driving force to personnel, capital, technology and information around the world, the innovation center represents a nation’s comprehensive strength on science and technology and its innovation competitiveness. Generally speaking, an innovation-oriented nation owns a certain number of innovation centers in the field of science and technology. Thus for China, the implementation of innovation-driven development strategy should encompass the creation of a regional innovation system with individual characteristics and foster a science and technology innovation center with global influence. And Shanghai, judging from international experience, has the advantage to become a global science and technology innovation center. This paper, footed on China’s national strategies, studies the positioning of Shanghai as a science and technology innovation center and based on that, along with international standard for science and technology innovation center, and by following the policy of self-innovative pilot zones, proposes the launching of ground-breaking pilot projects on relevant systems and mechanisms in some key areas, thus creating a globally competitive environment for innovation.
