Abstract: At present, cross-regional transfer supervision and management of solid waste in China face the following issues to be addressed. The standardized management is not in place, the construction of regional joint prevention and control mechanism lags behind, the hazardous waste transfer and reporting system is not perfect, the environmental information disclosure and public participation mechanism is not proper, the main responsibility of pollution prevention and control for production waste enterprises and transfer related entities remains to be clarified, and the construction of centralized disposal capacity of solid waste is sluggish. It is proposed to amend the “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes (revised draft)”. We need to stick to the principle of liability for damage to clarify the responsibility of relevant subjects for cross-regional pollution prevention and control, strengthen the supervision responsibility of local governments for solid waste, enhance the capacity of centralized disposal of solid waste, promote the development of cross-regional coordination of hazardous waste disposal, establish a coordinated prevention and control mechanism across regional departments, and promote public participation in forming a green disposal pattern of solid waste with social multiple governance.
