Accelerate the Supply-side Structural Reform of Shared Mobility Market in Response to the Demand of the New Era(No. 236, 2019)

Abstract: The shared mobility market represented by online car-hailing service is an important part of the market in the sharing economy, playing an important role in fostering new drivers of economic growth, promoting industrial transformation and upgrading, and meeting people’s multi-level travel needs. At present, the market is faced with some challenges. For instance, the gap between supply and demand keeps widening, regulatory concepts and methods remain to be innovated, flexible employment meets hurdles and a diversified supply means of public transport and taxis is insufficient. Future efforts need to target at meeting the needs of economic and social development and people’s travel needs, focus on supply-side structural reform, encourage innovation, inclusiveness and prudence, so as to strengthen travel security and build a regulatory system based on multiple governance. In response to different needs and service characteristics, the shared mobility service needs to be managed by category, and the access threshold lowered according to local conditions. The basic role of competition needs to be given full play and administrative intervention reduced. In line with the trend of “gig economy”, researches on the appropriate employment policy need to be enhanced; the “integration of patrol networks” needs to be realized gradually and the transformation and upgrading of traditional taxis service facilitated.
