Reflections on Measures for the Early Prevention and Control of Novel Coronavirus Pneumonia: Pros and Cons (No. 13, 2020)

Abstract: Decision-making plays a crucial role in the response to major public crises and emergencies. Since the outbreak of novel coronavirus pneumonia (NCP), the CPC Central Committee and the State Council have responded in a timely manner and taken scientific measures on major issues relating to quarantine, treatment, prevention and protection of NCP, effectively curbing the spread of the disease. However, in the initial period of the outbreak, some relevant departments did not make timely, scientific, efficient and responsible decisions, which delayed the prevention and control of the virus. By reviewing and summarizing the effects and problems of the decision-making of epidemic prevention and control, some policy options are made to provide reference for overcoming the epidemic as soon as possible. Decision-making needs to be strengthened in accordance with the law; scientific decision-making needs to be reinforced; decision-making procedures need to be optimized; the supervision mechanism needs to be improved; and decision-making capability needs to be enhanced.
