Abstract: To preserve, exploit and manage national land space for its better development constitute the core part of China’s spatial governance system. Since the 18th CPC National Congress, China has made remarkable progress in its overall strategic framework, regional development patterns, rural growth layout and ecological safety strategies for the national land space preservation and development. Nonetheless, some problems still remain to be resolved including the unbalanced spatial development, inappropriate spatial structure and layout, poor quality in spatial use and impotent spatial preservation. To solve these problems in a bid to advance national high-quality space development during the 14th Five-Year Plan period (2021-2025), the following approaches and policy options are made. First, a unified planning system needs to be established on the basis of compiling a national space plan. Second, the strategic national spatial layout needs to be aligned with major national development strategies. Third, solid implementation of the national spatial layout plan needs to be put in place and based on a sound planning transmission mechanism. Fourth, institutional guarantee needs to be strengthened to regulate the effective use of national land space.
