Abstract: During the 14th Five-Year Plan period (2021-2025), the structure of rural industry, population and society will witness further evolvement, and the major structural changes in rural development will become more prominent. To meet the needs of urban and rural residents for high-quality agricultural products, we need to promote green development, scale operation and brand marketing of agriculture. In light of people’s demand for new rural functions, we need to focus on developing new industries, new forms of business and new business models in rural areas, and releasing multiple functions of agriculture and diversified values of rural areas. In terms of enhancing the stability and reliability of “moderate imports”, we need to strive to diversify agricultural import channels and improve our ability to control the global agricultural supply chain. In order to raise the quality of rural life, we need to improve rural infrastructure and public services, and strengthen social governance capacity in rural areas. It is necessary for us to bring countervailing and hedging forces into the main factors leading to rural recession in the process of modernization, break the barriers of dual urban-rural system, and promote the free flow, equal exchange and balanced allocation of resources including people, land and money between urban and rural areas.
