Work on Improvement of Rural Living Environment: Difficulties and Problems (No.258, 2020)

Abstract: Since the launching of improving rural living environment program in 2018, remarkable achievements have been made, but there are still some difficulties and problems deserving our attention. They are mainly as follows: the compilation of village planning is slow and the implementation and constraint mechanism of the planning are difficult to be put into effect; toilet renovation technology and products do not tally with the actual needs and the coverage of sanitary toilets is inadequate; the capacity of household solid waste landfill is insufficient and the promotion of domestic sewage treatment is sluggish in rural areas; farmer’s principal role has not been brought into full play and some officials are inclined to lay more emphasis on projects demonstration while neglecting the promotion of public knowledge on the function of mechanism; the organizational mechanism relating to rural living environment improvement needs to be fleshed out. In the future, we need to take targeted measures to deal with weak points and continue to increase input; we need to give farmers more decision-making power to motivate their enthusiasm, and truly improve the living environment in rural areas for the benefit of hundreds of millions of rural households.
