Abstract: Regional integration development is a new regional development strategy, with urban agglomerations and metropolitan circles as the main carrier to promote market integration, convenient connectivity, industrial integration, innovation and coordination, governance cooperation, as well as achievement sharing. This strategic arrangement is helpful to break the administrative restrictions of regional economy on the optimal allocation of resources in spatial level, so as to improve the efficiency of development. It is helpful to break the constraints of regional differentiation on the sharing of development achievements, so as to improve the inclusiveness of development. It is helpful to resolve the contradictions between the converging cross-border attribute of public affairs and the low degree of their collaborative governance, so as to improve the sustainability of development. To promote regional integration development at present, we need to focus on optimizing the relationship between “government and market, local and regional governments, central and local governments”, establish a guarantee mechanism covering planning, connection, coordination, interest distribution, and supervision and evaluation, and adhere to the main direction of breaking the local market protection, eliminating “broken roads” of transportation, guiding competition of industrial differentiation, building innovative collaboration mechanism, improving governance coordination, and optimizing public service supply.
