Policies and Laws for Ecological and Environmental Protection Need to Be Made in a Targeted and Flexible Manner during the 14th Five-Year Plan Period (No.11, 2021)

Abstract: China made effective progress in ecological and environmental protection by driving reform to a higher level during the 13th Five-Year Plan period. During the 14th Five-Year Plan period, it is necessary to roll out more targeted and flexible policies and laws so as to achieve overall eco-friendly performance in some basins, regions and industries in a more balanced manner. Therefore, efforts need to be made in the following aspects. 1. We need to bring into play the mutually supportive effects between the rules and regulations for Party management and national legislation in a bid to enhance the effectiveness of legal enforcement. 2. Administrative agreements need to be signed between the Central Government and local governments in order to encourage local governments to push ahead ecological conservation. 3. We need to give impetus to the enaction of specific or synergetic laws in relevant basins and regions to solve practical problems through the integration and innovation of institutional arrangements. 4. We need to set ecological standards according to the environmental protection targets of relevant basins and regions. 5. Both legal obligations and corporate promises need to be honored so that enterprises could shoulder their due ecological responsibilities. 6. We need to give free rein to market-based mechanism in regulating environmental factors and market performance and push on effective and flexible working mechanisms based on the pilot practices of some localities.
