Improve Local Digital Governance Capabilities Through Leveraging Relevant Factors (No.36, 2021)

Abstract: Currently, digital governance has extended from the mere application of digital tools and innovation of technological approaches in social governance to the use of effective methods for transforming local governance modes in line with changes in local social structure and governance demands. The practices of local digital governance mainly focus on maintaining the security and stability of grassroots communities, making public services cover more people in a targeted manner, and cultivating a social governance community based on collaboration, co-governance and common gains. However, the digital governance gap between different regions as well as between urban and rural areas still remains, the supplies of digital social services and digital governance need to be improved and the institutional guarantee mechanism for digital governance needs to be enhanced. During the 14th Five-Year Plan period, we need to further improve the overall planning and spatial layout to promote even allocation of digital governance resources, meet demands of digital social services through technologies and social approaches, and coordinate social governance mechanisms through combining the rule of intelligence with the rule of law.
