Abstract: This paper illustrates both the pros and cons on the protection and development of several typical large river basins in the world. In Europe, people used to focus on the development of the Rhine River Basin while delaying relevant governance. In the U.S., people showed more concern on the high-technology-based development and management of the Mississippi River Basin. In Brazil, people made excessive exploitation of the Amazon River Basin. The above-mentioned cases show us both positive experience and negative lessons. In view of the main problems facing ecological environment protection and high-quality development of the Yellow River Basin in China, the following policy options are made by drawing on relevant experience from the above-mentioned cases. First, we need to strengthen studies on comprehensive management planning and countermeasures relating to Yellow River Basin water conservancy and water disasters. Second, we need to step up efforts to protect ecological environment and strive to improve the benefits of natural resources development and utilization. Third, we need to better infrastructure construction and economic development planning. Fourth, we need to further improve the development strategy of public and social services and implement the institutional arrangements and policy measures for the coordinated development of national river basins.
