Abstract: The project on “One Kindergarten in One Village” rolled out in mountainous villages of Ledu district in Qinghai province has brought profits to children, their families and kindergarten teachers. The field survey based on the above-mentioned project divides the dimension of rural poverty into family economy, family structure, family relationship and family education respectively, and the risky factors of which all have negative impacts on child development. However, rural kindergartens can provide emotional and environmental comfort to children with kindergartens’ facilities and teachers’ education, as well as support to family nurturing, thus mitigating the negative impacts of risky factors in families on children. Therefore, this paper proposes to actively promote preschool education at the village level, recruit and foster local teachers for rural kindergartens, focus on improving the joint collaboration between rural primary and middle schools and families, strengthen school monitoring and guidance for children from poor families, encourage social institutions to lend a hand and assist these children, and flesh out the social assistance system for children from families in extreme difficulties.
