China’s Urban Renewal during the 14th Five-Year Plan Period: Trend and Policy Options (No.165, 2021)

Abstract: The new normal state of China’s economy required that China’s urban renewal has to be organic, reflecting the demands of the new era, carrying new contents and emphasizing new inheritance. As an important leverage to optimize industries, stabilize investment, and stimulate consumption under the new economic mode, urban renewal has promoted the profound transformation of China’s city from “growing bigger” to “growing better”. Through the across-the-board design of the Central Government and the collaboration of local governments, China’s urban renewal has already become normalized, systematized, and institutionalized. The urban renewal policy system covering the national-local-urban levels under the framework of national land space planning system is of strategic significance to the formation of “great domestic economic cycle” and to the stabilization of China’s economic base. Based on the summary of China’s urban renewal achievements, this paper proposes several policy options to further press ahead the urban renewal process during the 14th Five-Year Plan Period from strategic, theoretic and policy perspectives, which includes the following points. We need to flesh out the overall coordination mechanism and speed up the revision of laws and regulations related to the urban renewal; strengthen the full-cycle management and implement “multi-policy integration” to improve the overall benefits; and optimize fiscal and taxation supports and make efforts to innovate investment and financing for urban renewal.
