Implement Innovation-driven Collaboration Mechanism between Eastern and Western Regions and Propel Rural Revitalization in Western Region (No.184, 2021)

Abstract: The collaboration between eastern and western regions is an important approach to promoting coordinated development of the regions and driving rural revitalization in the west. Since the CPC Central Committee initiated the collaboration drive between eastern and western regions in 1996, the promotion of poverty alleviation in poverty-stricken areas in western China through the collaboration has seen remarkable achievements through initial exploration, steady improvement and further transformation. However, the participation of non-government sectors in the east-west collaboration drive for promoting rural revitalization in western China still needs to be enhanced and the mechanisms for mutual promotion and benefits remain to be established. Problems including the lack of a horizontal fiscal transfer payment system between local governments and the excessive emphasis on collaboration for economic growth and insufficient attention to social development also need to be addressed. In view of the new situation and high requirements during the 14th Five-Year Plan period, the authorities need to improve top-level design for enhancing east-west institutional collaborations, mobilize non-government social sector to get involved in the collaboration drive, and establish a mechanism for mutual promotion and benefits to boost active participation of entities in the eastern region. Efforts are also needed to explore the establishment of a horizontal fiscal transfer payment system between local governments, regulate the supervision of funds for collaboration projects and refine the assessment mechanism to broaden the collaboration channels between the eastern and western regions.
