Abstract: The CPC Central Committee and the State Council have made it clear to accelerate the development of data element market on many occasions. In light of China’s data market performance, it is mainly plagued by the limited role played by the market in allocating data elements and the inadequate growth of the data element market, which have suppressed the motivation of market entities involvement. It is found through a questionnaire survey on 121 experts and scholars working in the field of digital economy and digital government nationwide that data provision and application are facing major hurdles induced by insufficient public data diclosure, inadequate privacy protection and low digital quality, which make it necessary to leverage the role of policy stimulus in data transactions, data security and data sharing. Therefore, fundamental systems need to be improved with focus on advancing public data disclosure; a data element pricing mechanism needs to be established through interactions to bring out the vigor of market entities; and a statistical assessment and calculation system on data element needs to be built for developing a universal data element market across the country.
