New Labor Division System in Digital Economy: Breakthroughs to Be Made in the New Round of Endeavour for Revitalizing Northeast China (No.303, 2021)

Abstract: With the advancement of the in-depth social and economic transformation with digital technologies, northeast China is faced with a new round of transformation difficulties. The previous targeted policies implemented to facilitate local investment and innovation are unable to be turned into sustainable new growth drivers. In this regard, this paper proposes that the policy approach in traditional industrial period needs to be changed in the new round of northeast China revitalization strategy and a new stance is needed for further policy-making efforts by highlighting digital transformation. One, the ecological system for innovation in northeast China needs to be improved in line with the requirements for the development of newly-emerged frontier technologies and pilot efforts need to be made in cultivating newly-emerged frontier technological clusters. Two, new elements such as ecological products, ecological services, data, carbon and otherwise need to be included into the integral layout of regional development and a horizontal functional labor division centering on the holistic national security and digital economy among regions of northeast China needs to be formed. Three, the coordination between revitalization policies of all types needs to be strengthened with the aim of enhancing the capacity of northeast China in gathering and configuring new productive factors so as to create conditions for the development of new industries and business formats on the basis of new technologies.
