Jointly hosted by the Institute for Resources and Environment Policies of the Development Research Center (DRC) of the State Council, the Development Research Center of the Ministry of Water Resources and Yellow River Engineering Consulting Co.,Ltd., a seminar to release the Yellow River basin development index was held in Beijing on Sept 27.

Long Guoqiang, Vice Minister, member of Party Leadership Group of DRC, and Su Maolin, Deputy Director and Deputy Secretary of the Party Leadership Group of the Yellow River Conservancy Commission of the Ministry of Water Resources, attended the seminar's opening ceremony and delivered speeches.

Zhang Jinliang, President of Yellow River Engineering Consulting Co., Ltd., Chen Maoshan, Director of the Development Research Center of the Ministry of Water Resources, and Gao Shiji, Director-General of the Institute for Resources and Environment Policies of DRC gave speeches at the seminar. Many experts and scholars were present for discussion on the ecological protection and high-quality development of the Yellow River basin.　

Long said in his speech that in order to actively push forward the implementation of the national strategy of the ecological protection and high-quality development of the Yellow River basin, DRC and the Yellow River Conservancy Commission signed a strategic cooperation agreement in April 2021. The Report on the Basin Development Index Research (Yellow River 1990-2020) is the first important outcome since the strategic cooperation agreement.

By building a comprehensive evaluation of the giant basin system and seizing the whole and organic relation of each element in the basin, the report objectively evaluates the overall development quality of the Yellow River basin and unveils its historical evolution, thus providing theoretical and technical support for the major plans and decision-making and evaluation of major projects of the Yellow River protection and management, as well as for the quantitative evaluation of the effect of implementation of the national strategy of the ecological protection and high-quality development of the Yellow River basin.

Chen Dongming, Deputy Director-General of the Department of Policy, Law and Regulation of the Ministry of Water Resources, Gu Shuzhong, research fellow of the Institute for Resources and Environment Policies of DRC, Deng Mingjiang and Zhang Jianyun, academicians of the Chinese Academy of Engineering, and Li Shantong, research fellow of the Department of Development Strategy and Regional Economy of DRC attended the discussion and delivered speeches at the seminar.
