Abstract: According to the evaluation results of the ecological protection and high-quality development in the Yellow River Basin, in the past 31 years, especially since the 18th National Congress of the CPC, the ecological protection and high-quality development of the Yellow River Basin have seen significant improvement due to the implementation of a series of major management and protection measures. The river health, ecological and environmental protection and the subsystems of economic and social development have progressed steadily with increasingly improved intra-collaboration. However, extreme disasters have interfered with ecological protection and high-quality development of the river basin, and the total deposition volume in typical reaches and other key indicators have highlighted core contradictions and problems in the Yellow River management and protection. It is suggested that great importance be placed to the status and role of the evaluation work in the implementation of the Yellow River national strategy, and cooperation among subsystems should be further strengthened to improve the development quality in the river basin. The water and sediment control system in the Yellow River Basin should be improved, a modern water network system be built, the implementation of maximum rigid constraints on water resources be accelerated, and the strategy of energy development in the river basin be optimized, to enhance river basin governance and protection. It is advisable to adhere to comprehensive, systematic and source management and deal with risk factors in the Yellow River basin with bottom-line thinking.
