The basic logic, progress and improvement of China’s environmental regulatory reform since the 18th CPC National Congress (No.373, 2022)

Abstract: Since the 18th National Congress of the CPC, China has comprehensively promoted environmental regulatory reform under the framework of ecological civilization system reform. This report has reviewed the basic logic and progress of environmental regulatory reform according to the analytical framework of environmental regulatory legislation, organizational system and function configuration, accountability mechanism, and regulatory tools. The environmental regulatory legislation has made significant progress, and the level of institutionalization and standardization of environmental law enforcement has been continuously improved; the vertical duty adjustment of environmental regulatory organizational system and the integration of duties between departments at the horizontal level have been promoted simultaneously to achieve systematic reshaping; great efforts have been to establish and implement a central ecological and environmental protection inspection system, and the accountability mechanism of environmental regulation has been further improved; the environmental regulatory policy system has been continuously improved, and the synergy and effectiveness of regulatory tools have been further enhanced. Deepening environmental regulatory reform is at the core of the reform of China's ecological civilization system in the coming period. Aimed at building professional, legal, open, transparent and accountable modern regulatory system to improve regulatory effectiveness and quality, the reform should be further deepened around "consolidation", " enhancement "and "optimization".
