Zhang Qi, vice-president of the Development Research Center of the State Council, led a delegation to visit the United Kingdom and Germany from Oct 20 to 25, 2025. The visit focused on strengthening China-Europe trade and investment cooperation under new circumstances.

In the UK, Zhang attended the ninth China-UK Development Seminar, co-hosted by the DRC and the UK Foreign, Commonwealth and Development Office, and delivered a keynote speech. He also held discussions with representatives from government departments, think tanks, universities and enterprises and attended a meeting with Chinese enterprises operating in the UK.

In Germany, the delegation attended the Berlin Global Dialogue. Zhang chaired a closed-door roundtable on China's economic and trade policies and exchanged views with government officials and business leaders from Europe, the United States and the Middle East. He also held discussions with representatives from German research institutions and enterprises.
