What We Do
The Development Research Center of the State Council is a public institution directly under the State Council specializing in comprehensive policy research and decision-making consultation. It implements the principles, policies and decisions and arrangements of the CPC Central Committee concerning policy consultation and research, coordinates domestic and international research resources, and continuously strengthens its capacity for comprehensive analysis and strategic planning to provide policy recommendations and advice to the CPC Central Committee and the State Council.
Our primary responsibilities include:
1.Organizing and conducting research on overarching, comprehensive, strategic, and long-term issues, as well as hot and difficult issues arising in economic and social development and reform and opening-up; conducting policy evaluation, policy interpretation and international exchanges and cooperation; and providing relevant consultations and recommendations.
2.Studying economic development dynamics and national economic circulation; analyzing macroeconomic conditions; studying macroeconomic governance mechanisms and macro-control policies, including fiscal and financial policies; and providing relevant consultations and recommendations.
3.Studying China’s medium- and long-term development strategies and the spatial distribution of productive forces; studying coordinated regional development and coordinated urban-rural development; studying national medium- and long-term development plans and regional development policies; studying rural development and rural vitalization; and providing relevant consultations and recommendations.
4.Studying enterprise and industrial development issues as well as industrial policies; conducting research on manufacturing, construction, real estate and service sectors such as finance, commerce and trade, and distribution; and providing relevant consultations and recommendations.
5.Studying China's innovation-driven development and international scientific and technological innovation issues; studying strategies and policies for sci-tech innovation as well as related institutional mechanisms; and providing relevant consultations and recommendations.
6.Studying China's opening-up and international economic and trade relations; studying strategies and policies for open development and issues related to participation in global economic governance; and providing relevant consultations and recommendations.
7.Studying social and cultural development; conducting research on population and social development, public services and social security, social governance, development of public culture and international cultural communication; and providing relevant consultations and recommendations.
8.Studying ecological civilization and green development; conducting research on resource development and utilization, eco-environmental protection, responses to climate change and the comprehensive green transition of economic and social development; and providing relevant consultations and recommendations.
9.Studying issues related to the comprehensively deepening reform; conducting research on institutional and mechanism-related issues in economic and social development and reform and opening-up as well as the development and reform of the market system; and providing relevant consultations and recommendations.
10.Completing other tasks assigned by the CPC Central Committee and the State Council.
Academic Committee
The Academic Committee of the DRC is the academic management body involved in the leadership and management of the DRC’s research work. All committee members hold senior professional and technical titles, have extensive research experience and significant academic achievements, exert substantial influence in their respective fields of research and possess strong research organization capabilities.
The committee consists of one chairperson, several vice-chairpersons and one secretary-general. The chairperson and vice-chairpersons are elected by all committee members. The secretary-general is appointed by the chairperson. Several deputy secretaries-general are appointed to assist with daily operations. The chairperson oversees the overall work of the academic committee. The secretary-general is responsible for implementing specific tasks. The DRC research administration department serves as the operational office of the academic committee.
The committee is responsible for the overall planning of the DRC’s research work, selecting research projects, reviewing research achievements, appraising and recommending candidates for National Scientific and Technological Progress Award.
Its main responsibilities include approving the establishment of key DRC research projects; formulating research topics for competitive bidding and reviewing and determining the winning projects; organizing academic exchanges and interim reviews for key research projects; organizing the review of DRC research findings and the selection of outstanding research achievements; evaluating and recommending candidates for the China Development Research Award and the National Scientific and Technological Progress Award; and holding regular plenary sessions to discuss the DRC's research work.
Committee for Assessment of Academic Qualifications
The committee conducts annual assessment of the academic qualifications in accordance with relevant national regulations on academic qualifications assessment and in light of the actual circumstances of the DRC. It also formulates the conditions for accepting applications for assessment.
